Woohoo! New chapter! Well, here we go... shamelessly stealing this quote-and-reaction style... :D
"They would give each other a head nod in acknowledgement of their mutual shortness, then move on."
Like their own kind of 'awkward white people smile' lol. I love this detail for some reason.
"Theo would later wonder how the hell he had the audacity to step right toward the four or five hundred pound local boy and egg him on."
Yeah, seriously, me too? I respect the moxie, I really, really do.... but good lord, man, do be more careful! Besides Gen (who is leaving soon), Camille, and Luc, you haven't exactly made friends of these other Atlasians. Even again today with Sara. Not a great idea to be making enemies, yeah? Hopefully he'll let it go, or the threat of Gen's revenge will be enough of a deterrent to leave it be.
"Oh yeah. Camille said Roxanne was a "sweetheart" something something. Same meaning but... some colloquial significance maybe?"
Duuude! Duuude no!! Maybe I was reading the 'sweetheart' line from Camille too literally earlier? It could've just been an affectionate term Camille used for her younger roommate, like your grandma would use. Well, that was enough to put some doubt back in my head lol. Their first interaction, where she called him 'pipsqueak', seemed to support @Some giantess fan's theory a bit, but who really knows? Still could be the testiness from the commute. Makes me wonder what she was rooting through her bag for outside of the room for... wouldn't Gen already be there to unlock the door if it had to do with that? I'm curious, even if it just ends up being nothing at all. Something for Gen and Camille?

Well, that's terrifying. Another big reason to keep from making enemies. I wonder if Camille will pressure him into using the tracker, for his safety and for her own peace of mind. She did promise his mom she would keep him safe. The health monitor part is sort of cool. Self-implanted, though... how easily could this thing just be removed... by someone else? Someone wishing harm? Yikes.
And then the end where he accidentally sneaks up on Roxanne. It's so tense, I can't take it! Prayers with Theo, again. Super happy with this chapter! Well done.
Edit: Forgot to address Roxanne's height! Jeez, her knee "distinctly' above his head? Her height 'easily' over three times his? 'Kneeling' at 14 feet?!? Of course, none of this is revealing enough for any reliable estimate, especially since kneeling can have so many forms and everybody's proportions are a little different... but somewhere in the 550-650cm range? Wow... good thing Theo didn't look up. Forget the "head taller than Camille" estimate we keep hearing... that higher estimate would put Camille's head at Roxanne's stomach!

So...
This chapter finally officially introduces us to Roxanne!
- Roxanne debut:
Unfortunately, after all the build-up, I personally find her actual debut to be a bit underwhelming. From the title, it was pretty obvious that the "benemoth" Theo ran into at the mailboxes was Roxanne. Also, his reaction to her size was remarkably tame. Roxanne has got to be 20ft+, making her to regular Atlesian collega girls what they are to Atlesian guys. Yet Theo does not even freak out or deduce it is her, even when standing right next to her, until their second meeting.
Personally, I would have just gone for something a bit more EPIC to showcase why everyone is so intiminated by Roxanne. - Roxanne's character:
Although she only spoke one line this whole chapter, a lot can be interpreted from Roxanne's get-up and general demeanor.
As reviewer @titantic theorized, it seems that Roxanne does not like to stand out, wearing those baggy clothes to try (and fail) to keep a low profile. Side-note: judging from what Gen said in chapter chapter 11, I guess they also hide a figure that is even better than Camille's.
Roxanne calling Theo a "pipsqueak" and cursing under her breath seem to imply that she has a bad temper. This seems consistant with Camille's statement of "something... something... BIG, MAD". She is normally a "sweet heart", until she snaps. - Roxanne's past:
With this aforementioned temper and everyone being so avoidant of her, I guess that something must have happened in the past that left the entire collage, except for those who know her personally, terrified of her.
With the prohibition on Atlesian-human relationships, I'm also guessing that Roxanne's family was torn apart.- My theory:
I'm guessing that Roxanne used to go to a human school until her half-breed status was discovered and she was deported to planet Atlesia.
Since Roxanne likely skipped a grade, this means she would have ended up with classmates who were literal giants. I'm guessing that Roxanne used to be bullied, first for being (relatively) tiny and later, after she outgrew her bullies, for being a half-breed. This then continued until Roxanne finally snapped and mauled her bullies so badly that they would be dead if they were regular humans.

- Predictions on Roxanne:
With all the build-up about how dangerous Roxanne is, I'm guessing that she and Theo will end up starting on the wrong foot.
Most likely, with what Theo learned from that waitress, he will make the grave mistake of asking Roxanne if she is a half-breed, which ends up triggering her and force Camille and Gen to step in to calm her down before she mauls him. Still, this incident will cause the two to be on bad terms for a while.

I feared building her up too much, but I went with it….
what didn’t make it into this chapter was an introduction to a nemesis of sorts, someone who was much bigger than Roxanne, being a full grown graduate still on the surface. I was doing that to take the heat off, but changed my mind.
the Next chapter is being reworked…. Where you’ll get to see more of the quirkiness that has made her somewhat infamous.

A question comes up as to how people such as Roxanne even have relationships. Everything from a simple date, to working together, to intimate acts have to feel like playing with a doll. As for our protagonists, while others have clear fascination with him, it's unclear what Roxanne thinks. He is actually doll sized compared to her.
It's sounding like she is easily 20 feet tall, ten times as big as their own males. She may be conscious, but there has got to be a sense of superiority felt by girls like Roxanne. How does she even get clothes made for her? There has to be a huge societal strain to provide for too many girls her size. And it seems that if girls keep getting bigger, the legal framework may be shifting with it.

Remember, she’s huge for a young girl, but an adult probably still has her by a foot or so.
the dorms, as a side note to my thinking, we’re built maybe a generation previous, for college age girls, not adults. But both adults and coeds are bigger now, so someone like Roxanne is starting to feel that pinch.,
