Great to see this again!
Justin is definitely recommending cameras be put in, could be excused as crowd behaviour analysis, too small for normal people to see. Secret of course, and record a couple of instances of this.
And if this city has been undergoing this for a while, thats more then enough witnesses. And thats is sexual, that gets several other chapters of the law involved. Could see Jazmine being force to be shrunk as a part of the settlement or end of court case.
And might mean the adjustment is to have the city on a table with everything delivered from underneath, and under some keyed dome/container to prevent mishandling.

The videos definitely helped! I had to balance the ideas I liked against what I wanted to happen story-wise. In any case I really enjoyed them for my own purpose.
Having an underground delivery system would be the safest choice! I suspect there's some corruption higher-up that chooses "what is cheaper" over "what is safer".
I hope to get the next chapter out faster than the last two, so here's to hoping!
