Minor Dr. Who correction - It was Tennant who regenerated twice (he started regenerating and diverted the energy into his severed hand, growing it into a separate being) so he would be the 11th and 12th Doctors in your system. Most fans don't count that as a separate Doctor though, just a cheat to keep the same face.
My only exposure to the Borrowers is the Arrietty movie so I can't really comment on the rest of the story. But I saw Dr. Who and went into geek trivia mode. ;)

in "Day of the Dr", JOhn Hurt was retconned in as 9th, making Eccleston 10th.
Then in Time of the Dr , Smith says "#10 regenerated and kept the same face. I had vanity issues at the time." As this follows from "Day of the Doctor," Matt Smith must have been referring to Eccleston as #10. So Eccleston must have been #10 and #11.
Hence Tennant #12, and as Smith says also in Time of the Doctor, he is #13 and can't regenerate again... at least until a way is provided in the last few minutes of the story. (This 13 lives concept is first introduced in the 1980s when Peter Davison says in "Mawdryn Undead" that he can only regenerate 12 times and has done so 4 times.)
